Late Payment Charge
This fee recovers the costs associated with the administration and collection of unpaid balances and is not government-mandated. The Late Payment Fee may not apply to all customers.
Local Number Portability Fee
Fee to recover the costs of providing number portability. Number portability enables customers to retain their existing telephone numbers when they switch to another service provider. Applies monthly to local telephone lines/trunks.
Network Access Fee
Recovering costs associated with routing telephone calls to their destinations. Applies monthly per applicable services.
Paper Bill Fee
The fee recovers the cost of producing a paper bill for those customers in certain states who chose to continue to receive a full paper bill. Customers who choose to receive an electronic invoice are not charged this fee.
Pre-subscribed Inter-Exchange Carrier Charge (PICC)
This is a per-line charge for connecting your telephone access line to the preferred or pre-subscribed long-distance carrier.
Regulatory Recovery
Assessed to help offset costs associated with maintaining equal access call origination and termination facilities domestically and internationally.
E911 Tax/Surcharge
Special surcharge placed on each line to pay for city/county 911 system as mandated by governing body for that location.
State And Local Gross Receipts
This tax is imposed by state and local governments on gross revenues and vary by state and locality. This fee may change from time to time.
Telecom Relay Service Surcharge
State mandated surcharge used to pay for Telecommunications Relay Center, which relays calls from the hearing or visually impaired.
Subscriber Line Charge
Charge mandated by the FCC.** Fee is to pay for “Interstate” use of the Telephone line associated with making Long Distance calls. The SLC pays a portion of the cost of the line to home or business
State And Local Taxes
Where mandated, Segra assesses state and local taxes, which are remitted to the municipalities.
Property Tax Pass Through And Property Tax Allotment Fee
Fee which allows utilities to recover Property Tax costs associated with deployed equipment and buildings in order to provide communications services.
Network Safety Admin Fee
Fee to recover costs of performing required communication line locates, such as Miss Utility, when construction or other activity is occurring near these communication lines.
VA Capital Recovery Surcharge
Recovery of State Sales tax paid by Segra on communications equipment that is not exempt from the tax.
Virginia Right Of Way (ROW) Fee
Surcharge designed to help localities pay for maintenance of utility rights-of-way
USF Charges State And Federal
Surcharge to help recover payments made to the Universal Service Fund, which helps finance phone service for low income families, schools and libraries, and customers residing in “high cost” telephone company areas. Rates determined by the Federal Communications Commission on a quarterly basis.
Retail Sales Tax
A sales tax is a tax paid to a governing body for the sales of certain goods and services.
Federal Tax
Federal Government imposed 3% tax on local service (including local access lines, calling features, community calling, etc.).
Access Recovery Charge (ARC)
As permitted under the FCC’s rules, the Access Recovery Charge (ARC) allows Lumos Networks to recover a limited portion of revenues lost due to FCC-mandated reductions in inter-carrier payments. The ARC became effective 1 July 2012. Effective 6 November 2013 all IP Voice services in the ILEC should include an ARC fee.
Broadcast Fee
Recover costs passed on by video content providers.
VA Communications Sales Tax
VCT replaces local utility tax in the state of VA. Tax is accessed at 5% without a cap against local service, long distance, private line, integrated access, etc.
Utility Tax – State
Tax on local telephone service imposed by city or county where the customer lives.
Lifeline Support – State/Local
The purpose of the Lifeline Surcharge is to make basic residential service affordable to low-income individuals.

Recovery of Business License tax in some states.
